Influence on the success of advertising campaigns in Google

Hi. I seek advice / opinion. The situation is as follows: I run an advertising campaign for doctors in two accounts. One of them has already existed for 4 years, and the campaigns on it are very, very successful - I launch a campaign, requests and calls start, if not on the same day, then the next (different campaigns lead either to the website of a private clinic, or to the personal website of a specialist) ... The second account was opened 2 weeks ago, the campaign was launched, analytics were set up, visitors visit the site (the doctor's personal site), stay on the page for an average of 55 seconds, but there are no calls at all. There is enough information on the site to make a decision. What else could be the reason? It’s a sin to start thinking about the impact of age and account success on the campaigns themselves. it's only about the landing, and the pk settings. account has nothing to do with it
