Does anyone know how to create a title in html with proper keywords to get a high rank by Google? Is it actually matters to include keywords in title after all?

Well, of course it matters! There is no sence of thinking how to add title in html without adding keywords.
TITLE - is meant to be a short informative guide through all content on the page. You definitely need to include in it a direct entry keywords, but keep away still from listing them one after another with separation by commas - such listing may get your site in the filter of SE.

Simple divide it with other words, that's allright if it will be not exactly a direct keywords entry.
